Is it still legal to buy concert tickets that are up for re-sale?

I heard that the laws have changed recently about buying concert tickets in an attempt to stop scalpers.

I want to buy some tickets that are on ebay. They are cheaper than their face value and what I want to know is, if I buy them, can I use them or does the person who first purchased them have to use them? Is it still legal to purchase and use tickets up for resale?

I am really confused and any help would be greatly appreciated as I don’t really want to blow all this money if I can’t use them.
Thanks for all of the quick responses. I found the information I was looking for. If anone else i interested it can be found at http://pages.ebay.com.au/help/policies/contracts.html
